Bargaining Information

The Washougal School District has staff members represented by a number of different labor associations (unions).  Each collective bargaining agreement is negotiated through a bargaining process, with a finalized contract subject to ratification by the association’s membership, and final approval by the WSD Board of Directors.

Washougal School District and Washougal Association of Educators Reach Agreement on New Two-Year Contract

The Washougal School District and Washougal Association of Educators have reached a tentative agreement on a two-year contract.  The association will work to have the contract ratified by their members. Once ratified, the contract is subject to approval by the Washougal School Board.

Bargaining statement September 26, 2022

The district met in bargaining with the Washougal Association of Educators on Monday, September 26, 2022 from 12:00 to 4:30 PM.  The district provided an additional salary increase to the previous offer, which is at a 7% increase in total compensation for the 2022-2023 school year, and agreed to the IPD increase or an additional 3% increase in the second year, whichever is higher.

Under this offer, teachers at the top-end of the pay scale will make $112,585 in total compensation, and would still be among the highest paid teachers in the region.

Within the district’s offer from 9-26-2022:

  • Pays our top end teachers $112,585 in total compensation
  • Provides teachers at the top end a $6,826 dollar raise from their pay in 2021-22
  • Provides teachers with an additional day of paid time for self-care (wellness day)
  • Maintains some of the lowest average class sizes in Clark County
  • Provides additional funding for longevity stipends

The two groups continue to make progress toward an agreement, and will meet again on Thursday September 29, 2022 to continue the bargaining process.

Bargaining statement September 19, 2022

The district met in bargaining with the Washougal Association of Educators on Monday September 19, 2022 from 5:30 to 9 PM.  The district provided additions to the previous offer, which already included a 5.5% increase in total compensation for the 2022-2023 school year, and agreed to the IPD increase or an additional 2.25% increase in the 2nd year, whichever is higher.  In addition, yesterday the district offered additional compensation with an additional professional development day.  It also offered a personal wellness day as an increased benefit. Under this offer, teachers at the top-end of the pay scale will make $111,575 in total compensation, and would still be among the highest paid teachers in the region.

The two groups continue to make progress toward an agreement, and will meet again on Thursday September 29, 2022 to continue the bargaining process.

Within the district’s offer from 9-19-2022:

  • Pay for our top end teachers at $111,575 in total compensation
  • Provides teachers at the top end a $5,816 dollar raise from their pay in 2021-22
  • Provides teachers with an additional day of paid time for self-care (wellness day)
  • Provides teachers with paid professional development time
  • Maintains some of the lowest average class sizes in Clark County
  • Provides additional funding for longevity stipends

  • Compensation increases
  • Language around student discipline
  • Language around the Professional Learning Community time
  • Language around overload and the opportunity to offer advisory classes
  • Investments in paid professional development

Bargaining statement September 8, 2022

The Washougal School District met with the Washougal Association of Educators to continue the bargaining process tonight.  The two sides reached agreement on several more proposals, and continue to make progress.  The district will meet with WAE again to bargain on September 19, 2022.

WSD/WAE Bargaining Update 9-7-2022

As you may be aware, the Washougal School District is currently working through the collective bargaining process with the Washougal Association of Educators.  Both the district and association teams have met multiple times to work toward an agreement, and we have reached agreement on many issues, and continue to make progress.

Our district is committed to continue offering a regionally-competitive salary package that helps us attract and retain excellent teachers for every Washougal classroom, and our most recent offer from September 1, 2022 does that.  The district’s package includes a 5.5% salary increase, paid professional development, and responsibility pay for work outside the work day.  The salary offer on the table would pay our top-end teachers $111,007 per year. If accepted, this would put our top paid teachers as the second highest paid teachers in Southwest Washington, just behind Camas.

Frequently Asked Questions

How much does the district receive in teacher salary funding for the average teacher, and how much will the district spend for the raise being offered? 

The state funded salary, inclusive of the 5.5% IPD is: $77,091.68 (this includes the 6% regionalization Washougal School District receives). With the current Washougal School District offer, we will have average staff salaries of $91,220.88 per staffing position. The difference of ($14,129.20) would need to come from “local fund or other funds” on average per staffing position.

How much additional money will the district receive from the state, and how much more will the district spend for the raise being offered? 

The state’s supplemental budget included a total of 5.5% Implicit Price Deflator (IPD) allocation that was inclusive of 2.7% retro IPD plus 2.8% IPD dedicated to the 2022-23 school year.  The adjustment for Washougal School District for our K-12 educators ($563,115) and the actual cost to provide that adjustment to district teachers ($980,743).  The difference ($417,628) would need to come from “local fund or other funds.”

Principal Association of Washougal and Washougal School District have a current contract that runs through June 30, 2022.  A digital copy of the contract is available on the HR Page here.  Bargaining with PAW began May 2019 and a finalized agreement was reached in June 2019.  The WAA association ratified their contract in June 2019, and it was approved by the WSD Board of Directors in June 2019.
